根据辽宁省新型冠状病毒感染的肺炎疫情防控指挥部办公室《关于在辽外国人、港澳台居民、华侨“健康通行码”办理使用有关工作的通知》（辽新疫防指办〔2020〕27号）要求，为加快推进“健康通行码”跨地区互通互认，保障在营外国人、港澳台居民、华侨便捷顺畅办理使用“健康通行码”，实现“一码通行”，现就有关事宜告知如下：

一、在营外国人、港澳台居民、华侨可以申领通过“辽事通”APP下载健康码，实现“健康码”绿码通行。凡持有“辽事通”“健康通行码”绿码的外国人、港澳台居民、华侨，全市范围内各类公共场所（公共交通）工具可自由通行。

二、手机扫描屏幕下方二维码，下载“辽事通”APP，如实填写相关信息，提交后即可完成申领。

Announcement on Accelerating the Promotion of "Health Code"

In order to accelerate the cross regional certification of "health code" and realize "one-code pass", the relevant matters are hereby notified as follows:

1. Foreign friends, residents from Hong Kong, Macao and Taiwan, and overseas Chinese can get the "health code" by downloading the "Liaoshitong" APP. People who hold the "Liaoshitong" health code can pass freely in public places within Yingkou city, and can also freely take public transportation within Yingkou city.

2. Scan the QR code at the bottom of the screen with your mobile phone, download the "Liaositong" APP, fill in the relevant information truthfully, and submit it to complete the application.

1.재영외국인,홍콩 마카오 대만 주민, 화교 여러분이 ‘랴오사통(遼事通)’이라는 앱을 통해 ‘건강 통행 코드’를 다운로드해서 받을 수 있습니다. 이 ‘건강 통행 코드’를 갖고 계신 분이 전체 잉커우시내에 각 공공장소에서 대중교통수단을 자유롭게 이용해  통행할 수 있습니다.

2.휴대전화로 하단의 QR코드를 스캔해 랴오사통(遼事通) 앱을 내려받아 해당 정보를 그대로 적어 제출하면 바로 신청이 이뤄집니다.

다른 언어 버전의 요청 절차는 아래 QR코드를 확인해 해당 첨부파일을 다운로드할 수 있습니다.

「健康コード」の地域間の相互認識を加速させ、一つのコードで通行できることを実現するため、現在は下記の事項をお知らせ致します。

一、外国人香港・マカオ・台湾住民、華僑は「遼事通」アプリを通じて健康コードをダウンロードし、「健康コード」で通行ができることになります。「遼事通健康コード」を持っている外国人、香港・マカオ・台湾住民、華僑は、全市の各種公共場所（公共交通）自由に通行（利用）できます。

二、携帯電話で画面の下のQRコードをスキャンし、遼事通アプリをダウンロードし、インストールした後、情報を如実に記入し、申告を提出します。

他の言語バージョンのマニュアルの申請は下のQRコードをスキャンし、添付ファイルをダウンロードしてください。

Operation Manual

1. Scan the QR code below to download and install Liaoshitong APP.

1) Scan the QR code and go to the download page.

2) Click “安全下载” (Safe Download) or “普通下载” (Normal Download) to download and install Liaoshitong APP.

2. Register and log in to Liaoshitong APP.

1) After the installation is complete, go to the login page.

2) Click “Sign up for entry personnel” to go to the next page.

3) Enter a mobile phone number of Chinese mainland, click “Retrieve Code”, enter the verification code, and click “Login/Register”.

4) After entering all the information correctly, click “Submit” to go to the health code generation page.

3. Liaoshitong Health Code (International Version) Generation Workflow

1) The user needs to fill in the report daily. Click “Report my information” to enter the report page.

2) After filling in the information truthfully, click “Submit” to submit the report.

3) Click on “Fill in record” to check the reporting record .

4. Liaoshitong Health Code (International Version) Application Scenario

1) After completing the first report, the user can log in and enter the daily report and health code display page again on the homepage of Liaoshitong APP.

2) Before entering public places, the user needs to generate and present the health code under the guidance of management personnel.
